Russia and China ’spying on US’

Michael McConnell, the head of US Intelligence has made bold claims that both Russia and China are aggressively collecting information and intelligence about the US and its facilities. Apparently, intelligence gathering is at near Cold War levels.
What’s interesting about this claim is that it implies that Russia and China are considering some kind of hostile threat towards the US. However, its likely that Russia and China are responding to potentially aggressive intelligence gathering by the US of foreign nations. I imagine that the US intelligence agencies are actively obtaining intelligence on virtually every nation on the planet, particularly if their attitudes depicted in the movies are anything to go by.
I get the impression that the Cold War is as alive today as it ever was in the past. However, there’s also the increased threat from terrorism (as we’re constantly reminded). As a race, we’re very paranoid and aggressive aren’t we!?
