In fact, we covered a different dog deterrent before and we mentioned that it may not work on all types because, by nature, and as you mention, some are more skittish than others. It will stop a dog that is already wary, and it will make skittish dogs run away, but dogs that already have it in their mind to bite you could care less about the sound coming from this thing.
